Lidl has submitted plans for a major investment in Tilbury by providing a new local discount foodstore at Bumbles Yard, St Chad’s Road, Tilbury.
The proposals represent a multi-million-pound investment in Tilbury. A new store would provide Lidl’s quality products at its famously low prices, providing residents in the area with a discount food retail option amidst the rising costs of living. The foodstore would serve Tilbury and Chadwell St Mary and create up to 40 new local jobs.
Lidl is passionate about delivering a new store at this site. Now that plans have been submitted, we want to discuss the proposals and seek as much support as possible, to help ensure the project is approved.

The proposed development would be at the Bumbles livery yard with associated paddocks.
Located off St Chad’s Road, the site would be ideally located for residents in Tilbury and Chadwell St Mary.
A new main site access would be created from St Chad’s Road, with the current access being closed and reinstated as a foot and cycleway.
The site is designated as ‘green belt’ which means it has not been specifically allocated for development previously. Lidl believes the benefits of this site significantly outweigh the green belt designation, having explored alternative sites locally. A new Lidl foodstore would represent a much-needed major local investment in Tilbury and addresses the lack of current shopping options for residents.

A new Lidl store to the latest specification, including modern in-store facilities like Lidl’s popular bakery
The new access and local connections to the new store will be designed to encourage walking, cycling and public transport
123 parking spaces, including accessible spaces and parent and child spaces, as well as covered cycle parking
Enhanced environmental features, including solar (photovoltaic) panels on the roof and rapid charge Electric Vehicle charging points in the car park
Around 40 jobs for local people including full and part-time roles, with entry-level staff receiving Lidl’s competitive £12.00 per hour starting pay
Landscaping across the site including tree planting and hedges

Up to 40 jobs for local people including full and part-time roles. Lidl has recently announced increased hourly pay for entry-level staff, who will receive £12.40 nationally and £13.65 within London. With service this rises to £13.00 per hour nationally and £14.00 within London.
We have pledged to invest £15 billion into British food and farming by 2025, with two thirds of our products coming from British suppliers, providing our customers with fresh, locally sourced, high quality produce at excellent value. 100% of our own-brand core eggs, milk, cream, butter, fresh beef and fresh primary chicken is British. We have signed the NFU Fruit and Veg Pledge and the Back British Farming Charter. All of our British fresh meat, dairy and fruit and veg is Red Tractor Assured.
Lidl GB sells over 100 different Fairtrade certified products throughout the year, from bananas originating from Colombia, tea picked in Kenya and cocoa for our chocolate, grown in Cote d’Ivoire. In addition to the products we sell all year round, we proudly support specific Fairtrade campaigns such as Fairtrade Fortnight.
The proposed store will meet Lidl’s high sustainability standards which are intended to minimise environmental impact over the lifetime of the store.
Tilbury is underserved by supermarkets and residents current main choice is the ASDA store in the west of the town, or the Tesco Express in the centre of town. Tilbury does not currently have a ‘deep discount’ retailer like Lidl, meaning residents currently travel out of town to access this type of supermarket. A new Lidl foodstore on the proposed site would serve both Tilbury and Chadwell St Mary, allowing more people to shop closer to home with increased choice.
The new Lidl food store will be in a sustainable location, accessible on foot, cycle and public transport. This will be particularly beneficial for those local residents who do not have ready access to private transport.
The proposed Lidl store offer has limited crossover with local shops, and we expect it to complement local retailers rather than compete, with Lidl shoppers supplementing their shopping at the proposed new supermarket with other local purchases rather than travelling further afield.
We expect that a new Lidl will encourage residents to shop locally. Very many local residents are already travelling by car to do their weekly shop elsewhere.
Unlike the larger supermarkets, which typically stock in the region of 25,000-30,000 lines, Lidl’s product range is limited to around 3,000 items and mainly comprises own brand goods. Lidl sells a very limited range of flowers, over-the-counter medicines and newspapers and magazines.
Lidl do not sell postage stamps, cigarettes, National Lottery tickets or scratch cards, single confectionery items and similar products. Furthermore, Lidl do not have an in-house pharmacy, fishmongers or meat counter, services which are often found in larger supermarkets. Lidl do not accommodate customer cafes or Post Offices.
Lidl has carefully considered several key matters as part of the development of the planning application for a new discount foodstore in Tilbury.
Our project highways consultant has assessed current and future peak hour traffic levels across a study area agreed with Thurrock Council and there is no suggestion that Lidl’s proposals will have a significant impact on the operation of the local highway network. Lidl will provide a new access into the site onto St Chad’s Road and the existing access will be closed and reinstated as footway/cycleway.
Tilbury does not currently have significant choice for shoppers. A new Lidl store in this location would improve local shopping choice and ensure nearby residents are not required to travel long distances for their regular shop.
The site location is ideal for residents in Tilbury and Chadwell St Mary. The site has previously operated as a livery yard with associated paddocks, already generating traffic. Our planning application has demonstrated no additional harm to the openness of the site. We also believe the new jobs, increased local shopping choice and location are all positives which vastly outweigh impact on the green belt.
Lidl foodstores complement existing town centre retail. Lidl has a limited range of products compared to other larger supermarkets or retailers you may find in town centre shops. Lidl’s product range is limited to around 3,000 items and we do not have an in-house pharmacy, fishmongers or meat counter, and limited other services found in larger supermarkets or the high street. Additionally, we have considered sites closer to the centre of Tilbury and none have been found to be suitable.
Lidl foodstores typically have only between one and two deliveries per day, as waste and recycling are taken away on the return journey to reduce serving vehicle visits to store.
Like much of Tilbury, the site is located within Flood Zone 3, but has flood defences. Flood mitigation measures are proposed to address this, and we are in discussions with the Council.
Lidl UK is preparing a detailed planning application which will seek full approval for a new Lidl store off St Chad’s Road in Tilbury.
The planning application will be submitted to Thurrock Borough Council in due course, who will make a decision on whether to approve the proposals.
